Muted Backgrounds with Side Border
Programs Used for this tutorial are
Paint Shop Pro, and 20/20 
Select the image you want to work with and open it on paint shop. 
This is the one I am using of Chip and Dale.

The first step, is to make the muted background, so lets resize the image down to 200 in height (not width), save as jpg.

Second step open 20/20 program, select the image (mine-Chip n Dale) that you save as a jpg from paint shop. Select the image tab on 20/20 then click the mute tab and mute down to around 20% .


Go to edit down to copy .


Third step in paint shop go to edit and down to paste as new image. 


Fourth Step made a new image size 1024x200, select the flood fill , now on the color pallet select pattern

 

and select the muted background that you just made, it will be at the top of the patterns, with these settings ; scale 100 and angle 0 then click ok.


Click on new canvas 1024x200 to activate and flood fill the canvas with the muted background pattern.

Fifth step take the original image (200 in height) and resize is down to around 75% , then sharpen and go to edit then down to copy, now go to edit again and down to paste as a new layer. Now move the image to the left side.


Sixth step made a new layer for a border. You should have 3 layers now.


With the select tool draw the rectangle about as long as the canvas (1024) and as narrow as you want it, then flood fill with the color of your choice. (mine is brown)
Now go to selection and select none. 
You can add a inner bevel look here and a shadow if you like.

Go to image then down to Rotate. Rotate the layer 90 degrees left or right it doesn't matter here. Make sure that All Layers is not checked.


With the mover tool move the border to where you want it. Now go to layers and merge all (flatten) and save as jpg.



That is it for the muted background with side border.
